Commercial Job Title:  Program Manager

Minimum/General Experience:   Ten (10) years experience in project management from inception through completion and follow-up.  Expertise in the management and control of resources, capability in managing multi-task contracts.

Functional Responsibility:  Serves as the contractor’s authorized interface with the Government Contracting Officer (CO), the Contracting Officer’s Representative (COR), government management personnel and customer agency representatives.  Responsible for work standards, assigning schedules, reviewing work, and supervising contractor personnel.

Minimum Education:  A Master’s degree in Business Management, Engineering, Information Systems, or other related scientific or technical discipline.

Commercial Job Title:  Systems Analyst

Minimum/General Experience: A minimum of six (6) years experience, of which at least four years must be specialized in the knowledge of current automated storage and retrieval methods, and designing technical applications on computer systems.

Functional Responsibility:  Analyzes, recommends and develops computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions. Develops plans for Automated Data Processing (ADP) systems from project inception to conclusion. Analyzes the problem and the information to be processed.  Defines the problem, and develops system requirements and program specifications, for programmers to ensure proper implementation of program and system specifications.  Develops, in conjunction with functional users, system alternative solutions.

Minimum Education:  A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.

Commercial Job Title:  Senior Management Analyst

Minimum/General Experience:  A minimum of eight (8) years of direct experience in management of government business and technical operations.  Must have demonstrated program, deliverables and staff management experience.

Functional Responsibility:  Oversees assignments involving novel approaches to conducting high-level studies and resolving complex management problems.   Individually or with two assistants, develops, analyzes, and advises on methods and techniques to improve organization work processes, procedures, manpower, management functions.  Conducts management and organizational studies involving analysis of broad programs, functions, and organizations of government agencies at multiple locations and including controversial relationships.  Based upon study findings, develops detailed recommendations on methods, procedures to apply, alternative ways to organize efficiently and generate staff and dollar savings. Develops project plans, determines resource needs and allocates them.  Determines information needed to perform in-depth analysis.  Devises methods for securing the required information and develops survey data sources, on-site investigations, discussions with managers or specialists at the work site. Identifies problems and develops recommendations.  Participates in the procurement process, and conducts or coordinates related training.  Coordinates actions with direct client and corporate headquarters staff.  Keeps project manager and management aware of status, problems, and solutions.

Minimum Education:  A Master’s degree in a related discipline.   An advanced degree in Business Management, Systems Analysis, MIS, Law, Economics, Human Resources or other related field may be substituted for three years experience.

Functional Responsibility: Assists in collecting and organizing information required for preparation of manuals, training materials, guides, proposals, and reports.  Edits functional descriptions, system specifications, users manuals, special reports, or any other customer deliverables and documents.  Assists in performing financial and administrative functions.

Minimum Education:  A Bachelor’s degree in English, Literature, or other related discipline applicable to this position.

Commercial Job Title:  Senior Engineer

Minimum/General Experience: A minimum of seven (7) years experience in engineering systems development, functional and requirements analysis, systems analysis and design, system design, documentation preparation and the implementation of engineering projects.

Functional Responsibility:  Applies business process improvement practices to re-engineer methodologies/principles and business process modernization projects.  Selects and applies engineering tools and techniques.  Applies, as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques, manpower studies, and work standards.  Assist in establishing standards for systems operations.  Develops and applies organization-wide information models for use in designing and building integrated, shared management systems.  Constructs sound, logical business improvement opportunities for cost savings and improved performance.   Provides daily supervision and direction to staff.

Functional Responsibilities:  Assists in the preparation of management plans and reports.  Coordinates schedules to facilitate completion of proposals, contract deliverables, delivery order review, briefings/presentations, and IPR preparation.  Performs analysis, development, and review of program administrative operating procedures.
